wards surged significantly in 2025. Data indicates the average asking price per 70 square metres reached ¥103.93 million, marking the first time since records began in 1997 that the ¥100 million threshold was breached. This represents a 34.6% increase from 2024, setting a record for the largest annual rise on record.
With diminishing supply of new housing units coupled with rising construction material and land costs driving up new property prices, more homebuyers are turning to the second-hand market. Concurrently, increased supply of relatively new properties in prime central locations, alongside the gradual listing of high-end residences priced above ¥1 billion, has bolstered overall market sentiment. Districts such as Minato and Shibuya have seen notable supply of large-format high-rise residences exceeding 100 square metres. Regionally, the six central wards recorded a 32.9% annual increase, while the northern and eastern wards saw a 21.9% rise, indicating that price growth in the city centre has a significant driving effect on the overall market.
Looking ahead to 2026, the pace of increase in second-hand housing prices across the 23 wards may slow, whilst the gap between officially announced prices and actual transaction prices is gradually widening. It seems unlikely that we will see another significant surge in prices going forward.
