The heat in Japan's property market shows no sign of cooling: A comprehensive analysis of investment fervour, foreign capital trends, and policy direction
In 2025, far from cooling, the heat in Japan's property market continues to rise. According to the latest report from JLL (Jones Lang LaSalle Incorporated), domestic real estate investment in the first half of this year exceeded ¥3 trillion, setting a new record high. Major transactions are concentrated in sectors such as office buildings, commercial facilities, and rental housing.
This fervour is fuelled not only by domestic capital but also significantly by the return of overseas funds. Foreign investors, who had temporarily withdrawn from the Japanese market due to rising international interest rates, are once again focusing on large-scale real estate projects such as offices, logistics facilities, and residential properties.
However, this influx of capital is not necessarily beneficial for residents. Land supply in central urban areas is limited, and the fact that foreigners can freely purchase and own residential properties has led many foreign investors to seize this opportunity, driving up housing prices and rents. Consequently, this is putting pressure on the lives of both foreign workers in Japan and local Japanese residents.
In response to this situation, relevant government departments have begun to take action. They plan to formulate a ‘review (revision/amendment)’ of the system governing land acquisition and property ownership by foreigners by 2026, examining measures to address overheated housing prices, declining housing affordability, and issues of social equity.
